CONTACT-resilience
is designed to allow a range of realistic scenarios to be developed and exercised to meet real training needs and to address site planning and security questions. It offers the opportunity to practise co-operative multi-agency emergency planning and incident management in a real-time, real-world environment. It allows crisis management teams to develop procedural and decision-making skills in a realistic context. It can provide a cost-effective rehearsal to a complex and expensive live exercise and provides a test-bed for the development of new operational concepts.

The CONTACT-resilience capabilities include the representations of all ‘blue-light’ services, civilian and crowd movements as well as aggressive and non-cooperative subjects. Fixed and mobile sensors, such as cameras, allow monitoring and security coverage to be assessed and modified prior to deployment in the real world. Intruder analysis and patrol coverage tools support risk assessment and planning programmes.

CONTACT-resilience provides a complete analysis and training environment and has been developed so as to require little or no specialist support during exercises and is based on NSC’s proven CONTACT simulation engine running on standard networked Windows based PCs.
