The Contemporary Operating Environment presents
commanders with the challenge of conducting
increasingly complex operations across the entire
spectrum of conflict, often involving simultaneous
warfighting, peacekeeping and humanitarian missions.
Terrorism, organised crime, environmental factors,
competition for scarce resources, ethnic tensions and
religious extremism often outweigh conventional
military considerations.
The military no longer owns the battlefield,
combatant and non-combatant can be
virtually indistinguishable and the military line
of operation is inextricably intertwined with
the other instruments of power.
